Web-Based Statewide Public Health Portal Solution

The agency is seeking a web-based statewide public health portal solution to serve as a single, unified platform for public health workflows. This portal must support a targeted public health user population, specifically epidemiologists and public health investigators performing care investigations and population health monitoring. The solution must be materially different in scale and functional requirements from a full statewide provider-facing portal. The project requires delivering a best-in-class user experience designed around real-world workflows for case investigation and case management. The agency needs the portal to allow public health users to access and use clinical documents already available in the primary document repository without creating a duplicate data platform or maintaining a separate data store. The selected partner must continuously improve the system through modern, iterative software delivery practices and ongoing stakeholder engagement. Bidders must be onshore USA organizations only. The agency allows the performance of the work to be completed offsite. The agency has not disclosed a specific budget and is looking for proposals to define the cost. The agency will hold a virtual bidders conference on May 26, 2026. Bidders must submit all questions no later than June 2, 2026.
