SCADA System

The City of Oak Ridge, Tennessee, is seeking an electric supervisory control and data acquisition (SCADA) system consisting of software and optional on-premises hardware. The system must provide electric utility SCADA functionality for distribution assets, including the ability to interface with and support advanced distribution management system (ADMS) applications. The agency requires the system to send SMS text messages and emails for alarms and events, with text messages serving as the primary means for alarm notifications. The scope of work includes configuring the communication network to exchange data with up to fifteen substation data concentrators, with six required initially. The selected vendor must provide access to private telecommunication networks for substations and downline devices, and acquire electric system data from substation and downline intelligent electronic devices (IEDs) and data concentrators. The system must store real-time data, trend any real-time database point over user-selectable time frames, and provide comprehensive alarm display, management, storage, filtering, acknowledgment, escalation, and prioritization. All server software must operate on Hyper-V hardware virtualization, utilizing dual LANs at the primary site and a single LAN at the backup site for the SCADA servers and workstations. The primary site requires two redundant production SCADA servers on dual Ethernet LANs, and the system must provide corporate network access via a firewall for routing remote access from the Internet. The agency prefers user and role-based authentication via existing City Active Directory (AD) servers and LDAP protocol, provided that an AD failure does not render the SCADA system inoperable. Only onshore organizations based in the United States are eligible to bid on this opportunity. The performance of the work will take place offsite. The agency is currently looking for proposals to establish the budget for this project. Bidders must submit all questions regarding this opportunity no later than June 8, 2026.
