Supervisory Control and Data Acquisition (SCADA) System Upgrades and Maintenance System

The agency is seeking supervisory control and data acquisition (SCADA) system upgrades and a maintenance system to control and monitor various valves, pump stations, tank levels, and the stormwater treatment plant. These assets capture, convey, store, and treat spent aircraft deicing fluid. The current Honeywell Enterprise Integrator system is outdated, better suited for building management, and requires replacement. The scope of work requires a centralized control system with distributed processing capabilities and a redundant server architecture to ensure high availability. The new system must integrate with existing hardware and software systems, including the agency SCADA software platform used for stormwater conveyance. The software must support real-time data acquisition, industry-standard communication protocols like Modbus, OPC, and Ethernet/IP, advanced analytics, alarm management, and historical data storage. Security requirements include end-to-end encryption, user authentication, and administrative controls for password complexity. Eligible bidders must be onshore United States organizations. The selected contractor must perform all work offsite at their own office location. The agency has not disclosed a specific budget and is currently looking for proposals to determine costs. The agency will hold a pre-proposal meeting on June 2, 2026. Bidders must submit all questions regarding this opportunity no later than June 8, 2026.
