Enhancement And Maintenance of the Cancer and Chronic Disease Data Management System

The New York State Department of Health is seeking a vendor to provide enhancement and maintenance services for the Cancer and Chronic Disease Data Management System. The agency requires comprehensive system maintenance and technical support for all applications within the system, alongside hosting and real-time support starting June 1, 2026. The selected vendor will implement system enhancements using C#.Net and SQL Server to improve overall system functionality and data tracking. The scope of work covers the development of a patient navigation tool and patient navigation data collection capabilities. The agency requires the creation and implementation of dashboards for the Chronic Disease Self-Management Program, Healthy Heart Ambassador, and Emergency Medical Services Memorial Dedication Foundation, among others. The project also demands the development of participant data tracking, Cancer Treatment Program application tracking, and monthly and ad hoc reporting to ensure data quality assurance and Centers for Disease Control and Prevention compliance. The agency requires specific technical integrations, including pharmacy claim submission functionality in Reimbursable Activity and workflow development. The vendor must establish Electronic Data Interchange or Epic Systems equivalent integration for health provider electronic claim connectivity. Additionally, the system must feature an option at the database logon screen for users to display a Spanish language version of the application, with accurate translations updated as changes occur on the enrollment screen, though other languages may also be offered. Only onshore United States organizations are eligible to bid on this opportunity. The selected vendor will perform all work offsite over a contract period of two years.
