Cloud-Based Enterprise Resource Planning System

The City is seeking a modern, comprehensive, and integrated enterprise resource planning system to replace its aging legacy systems. The primary objective is to implement a highly integrated, software-as-a-service or cloud-hosted platform that improves operational efficiency, data transparency, and citizen engagement. The agency requires a fully cloud-based software-as-a-service solution to replace current administrative functions. The requested scope of work covers finance, purchasing, human resources, payroll, and related administrative functions. Specifically, the system must handle financial management including general ledger, accounts payable, receivable, budgeting, purchasing, and fixed assets. It must also manage human capital management functions such as payroll processing, personnel management, benefits administration, and applicant tracking. Additionally, the project encompasses utility billing and customer service, including the management of water and sewer accounts, meter reading integration, and citizen payment portals. The system must support community development functions such as permitting, planning, zoning, code enforcement, and business tax receipts. Finally, the scope includes asset and work order management covering the work order lifecycle, preventative maintenance, and inventory control. Eligible bidders must be onshore United States organizations. The agency requires the performance of the work to be conducted offsite. The agency has not disclosed a specific budget and is looking for proposals to define the cost. The agency will hold a pre-bid meeting on June 8, 2026.
