Cloud-Based Enterprise Asset Management (EAM) System

The agency is seeking a comprehensive, Software-as-a-Service cloud-based Enterprise Asset Management system to replace its existing Transman system. This new platform must support the management of fleet vehicles, facilities, equipment, inventory, work orders, preventive maintenance, and lifecycle cost analysis. The agency needs to solve the problem of significant staff effort currently required to work with existing SQL databases, aiming instead to improve data accessibility, reliability, and validity for reporting, benchmarking, and cost controls. The scope of work requires a web-based platform that includes mobile access for field users to create, receive, and complete work orders, inspections, and requests from desktops, smartphones, and tablets. The system must track useful life benchmarks and calculate cost per mile, hour, and gallon for equipment and facilities by day, week, month, and year. Additionally, the selected provider must build an Application Programming Interface for the automatic uploading of fuel and mileage data from current fuel management systems into the maintenance system. Eligibility is restricted to onshore organizations based in the United States of America. Work performance may occur either onsite or offsite under a contract spanning a five-year period. While the agency has not disclosed a specific budget and is looking for proposals, it has established key dates including a pre-proposal meeting on June 10, 2026, and a deadline for all questions on June 24, 2026.
