Recreation Management System

The City is seeking an off-the-shelf, turn-key configurable recreation management software package to handle onsite and online program registration, facility reservations, memberships, point of sale, and ticketing. The agency needs to solve the challenge of managing in-person, phone, and online activity registration, cashiering, and facility rentals while ensuring seamless transaction accounting. The solution must also coordinate accounting and finance functions with City policies, including integration with the City's Enterprise Resource Planning system. The scope of work covers individual, family, and organizational account management, membership management, pass validation, and marketing functions. The agency requires the system to be mobile-friendly, with a highly desirable mobile app option, and all web content must comply with ADA Title II and Web Content Accessibility Guidelines. The requested system must include robust cybersecurity features such as multi-factor authentication, end-to-end encryption, data breach notification protocols, and protection of personally identifiable information. Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The performance of the work will take place offsite. The agency is looking for budget proposals to cover a contract period of three years. All hardware and software must comply with Payment Card Industry requirements for payment processing.
