Learning Management System

The issuing agency is seeking a vendor to provide a learning management system (LMS) to support teaching, assessment, accessibility, and engagement. The agency needs to address the significant expansion in scale and complexity of its LMS usage across fully online, hybrid, and face-to-face instructional modalities. The system must integrate via the intelligent learning platform framework using Banner Ethos service and support automated user provisioning and course creation. The scope of work requires a suite of integrated third-party instructional tools, a synchronous communication platform, and a productivity and collaboration ecosystem utilizing Microsoft 365, including Outlook, Teams, OneDrive, and SharePoint. The agency requires flexible data access models, including APIs and data export capabilities, alongside modern REST-based API integration capabilities. Performance of the work can occur either onsite or offsite. Bidders must be onshore organizations based solely in the United States. The agency is looking for proposals to determine the budget, and the resulting contract period will span five years. Response submissions must be delivered digitally via email or online. The agency will host a pre-proposal meeting on June 01, 2026. Bidders must submit all questions no later than June 03, 2026.
