Building Control and Access Consultant Service

The government authority located in Baltimore, Maryland is seeking a building control and access consultant service to establish a unified access control strategy. The agency needs to deploy a modern, scalable solution that addresses exterior and interior door access, intrusion detection, door prop alarms, physical and electronic key management, and visitor management. Additionally, the agency wants to introduce new efficient technologies, specifically supporting virtual identification cards on smartphones, and evaluating the feasibility of moving away from physical proxy cards. The scope of work requires the consultant to deliver a current state assessment report, a stakeholder and use case analysis report, a governance and RACI framework, and a business process and workflow redesign. The selected partner must also provide a future-state architecture and technology strategy, a closed-circuit television and security operations center integration analysis, a tiered access control model, and a data analytics and reporting framework. Finally, the project covers emergency response requirements, an access control master plan, architectural and engineering design standards documentation, and a pilot implementation plan. Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The performance of the requested work will take place offsite. The agency is looking for budget proposals from bidders to determine the cost of the one-year contract. The agency will hold a pre-bid meeting on June 4, 2026. Bidders must submit all questions no later than June 5, 2026.
