Utility Billing Software and Implementation Services

The agency is seeking a vendor to provide a utility billing software solution and comprehensive implementation services. This initiative aims to replace or upgrade current systems with a solution that meets core functions and future needs by integrating end-to-end utility services. The project covers account management, rates and fees, billing, collections, payments, reporting, analytics, and integrations. The requested implementation services include project management, configuration, integrations, testing, data conversion, training, go-live support, and stabilization. The agency requires robust security and compliance controls appropriate to the deployment model, including identity integration, audit logging, encryption, vulnerability management, and incident response. The selected vendor must also deliver system and user documentation, runbooks, and administrator guides to facilitate knowledge transfer. For customer and account management, the software must handle the creation, maintenance, and lifecycle management of customer and premise accounts, including owner and tenant relationships, balance and deposit transfers, payment transfers, service changes, and audit trails. The billing management component must calculate and generate bills for sewer, fire, and refuse services, while supporting bill cycles, rebills, adjustments, proration, consolidated statements, electronic bill presentment, and print files for third-party billers. Financial management requirements span payment intake across multiple channels, adjustments, discounts, refunds, general ledger exports, lockbox reconciliation, automated payment plans, write-off rules, and auditability. The reporting and analytics suite must feature a library of standard reports, ad-hoc querying, dashboards, export capabilities, and data retention aligned with policy and law. Eligible bidders must perform all work offsite and must be located onshore within the United States. The agency is establishing a contract period of one year and is looking for proposals to determine the budget. The agency will hold a pre-bid meeting on May 18, 2026.
