Affordable Care Act Consulting Software

The Office of the State Comptroller is seeking a vendor to provide Affordable Care Act consulting software and qualified services. The agency needs to solve the challenge of tracking eligibility, modeling costs and risks, monitoring unintended impacts, and managing compliance reporting. The selected contractor will assist the state in meeting its obligations under the Affordable Care Act through ongoing consulting and support. The scope of work covers providing an online tool to aggregate data from multiple time and labor reporting systems, including records for employees with multiple jobs under the same employer. This software must administer varying measurement, administrative, and stability periods while tracking eligibility status for new and current employees. Additionally, the system must collect human resources, payroll, time and labor, and health plan enrollment data from the State PeopleSoft HRMS systems and third-party administrators, including data on retirees, COBRA beneficiaries, and Partnership Plan employer groups. The requested solution must identify potential noncompliance issues on a real-time basis and provide trending information to predict areas of risk. The agency requires a method for electronic delivery of Form 1095-C to recipients or integration into the PeopleSoft self-service module. The contractor must also provide training, ongoing data management, compliance support, and ensure website access is secured using the latest security technology. Only onshore organizations based in the United States are eligible to bid on this opportunity. The performance of all contracted work will take place offsite. Bidders can submit their responses digitally via email or through an online portal. The agency is looking for proposals to determine the budget for this project.
