The agency is seeking a vendor to provide a research participant compensation solution that offers flexibility and a variety of compensation amounts and methods. This solution must allow participants to choose their own incentive types and redemption options, including virtual incentive compensation delivered via email. The system must support compensating research participants multiple times throughout a study, regardless of the study's duration. The requested scope of work requires the solution to indicate whether gift or debit card options can have usage restrictions assigned, such as blocking tobacco or alcohol purchases. It must also specify if exceptions can be assigned to these restrictions, such as allowing or disallowing restaurants that serve alcohol. Additionally, the system must be secure, protect all personally identifiable information of the participants, feature clear privacy and security language, and prohibit any data sharing. Bidders must provide a clear fee schedule listing all fees charged to researchers and participants, and they must provide a tax exemption on these fees and other charges. The proposal must include a clear list of fund expiration rules, specify the outcome for expired or timed-out funds, and outline a simple, expedited process for the agency to receive refunds for deposited but unused funds. Eligibility is restricted to onshore organizations based in the United States of America. The chosen vendor will perform all work offsite.
