Inmate Tracking System

The issuing agency is seeking an inmate tracking system that integrates with their current system, stores and manages inmate profiles, and provides real-time tracking. The system must function on mobile applications and devices to allow staff to monitor inmate locations within the facility based on assigned locations. The agency also requires tracking of inmate movement outside of the facility during transport to court, doctor appointments, and other external locations. The requested scope of work includes storing comprehensive inmate profiles containing personal details, booking information, medical records, behavioral history, and visitation history. The system must automatically note when an inmate is out of their cell if they are assigned to a temporary location during security checks, rounds, or meals. Additionally, the system must allow staff to establish movement rules that trigger notifications if an inmate remains out of their housing too long. The agency requires the system to support display monitors at each housing unit entrance to provide a clear visual of inmates authorized to be out of the pod, including their identification and temporary status. Eligible bidders must be onshore organizations based in the United States. The performance of the work will take place offsite, and bidders must submit their proposals digitally via email or online. The agency is looking for budget proposals to determine the cost of the project. A pre-proposal conference will take place on May 27, 2026. Bidders must submit all questions regarding this opportunity no later than June 12, 2026.
