RFI for Professional Licensing and Registration System Modernization Service

The agency is seeking professional licensing and registration system modernization services to replace, modernize, and enhance its existing platform. The requested system must support core business needs through a secure, intuitive, and 24/7 public-facing e-commerce portal. This portal will allow applicants, licensees, and the public to manage accounts, submit documentation, process fees, complete requests for agency action online, and research publicly available licensee information. The scope of work requires integrated robust payment processing capabilities, including a dedicated cash receipt and Point of Sale system for online or manual, in-person payments. This payment system must generate appropriate receipts, produce close-out reports, and integrate with the system for accounting purposes. The agency also requires the utilization of AI-driven, forward-thinking solutions to improve operations. The desired platform must feature configuration capabilities, low-code environments, and AI-assisted development. These features will allow agency personnel and developers to rapidly build, test, and modify workflows, business rules, and forms without relying exclusively on hard-coded deployments. Eligible respondents must be onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite. Respondents may submit their responses digitally via email or through an online portal. The agency is currently looking for proposals to determine the budget for this project.
