RFI for Child Care System Modernization

The agency is seeking information to modernize its child care system by transitioning to a Commercial Off the Shelf solution, a Platform as a Service, or a Software as a Service system. The current challenge involves replacing legacy processes with an efficient, secure, and interoperable system. This new system must support federal requirements, meet the needs of internal and external stakeholders, and align with state legislative mandates, administrative rules, and policy requirements. The requested scope of work covers robust workflows, robust cybersecurity, and data privacy. The agency requires features that maximize efficiency, including reporting dashboards, artificial intelligence tools, digital signature capabilities, and offline or mobile application capabilities. Bidirectional data sharing capabilities are also necessary to facilitate seamless exchanges. Eligible respondents must be onshore organizations based in the United States. The agency requires all contracted work to be performed offsite. While the agency is looking for budget proposals to understand the cost landscape, it has not disclosed a specific budget limit.
