Automated License Plate Recognition System

The agency is seeking to procure and deploy an Automated License Plate Recognition camera system to enhance public safety, support investigative operations, and improve situational awareness. The system must capture high-resolution vehicle images and license plate data during both day and night using infrared or equivalent illumination technology. Security requirements dictate that all cameras and edge devices must support secure network communications using TLS 1.2 or higher and certificate-based authentication where applicable. The requested scope of work includes a web-based or mobile-enabled software platform with role-based access controls and secure hosting that complies with federal, state, and local data protection requirements. The platform must support multi-factor authentication, preserve original capture data integrity, and allow law enforcement users to search captured data using full or partial plate numbers, dates, times, and geographic locations. Additionally, the system must provide administrative monitoring tools, real-time connectivity alerts, automated watchlist notifications, and the capability to support public records requests. The agency requires the system to integrate with existing law enforcement and municipal platforms, such as Fusus, Computer-Aided Dispatch, and Records Management Systems, using industry-standard APIs. Only onshore organizations based in the United States are eligible to bid on this opportunity. The performance of the work will take place offsite, and bidders must submit their proposals digitally via email or online.
