RFI for Student Plans and Data Warehouse Platform

The agency is seeking information regarding available K-12 student support plan and data integration platforms that connect student data to individualized learning and support plans. The agency requires a configurable platform that centralizes student plans, connects them to whole-child student data, supports Multi-Tiered Systems of Supports decision-making, and provides workflows for plan creation, monitoring, communication, and reporting. The desired system must serve as a single student plan repository supporting Advanced Learning Plans, Multilingual Plans, READ, Multi-Tiered Systems of Supports, behavior, social emotional learning, and locally defined plans. The requested scope of work includes providing configurable plan templates and workflows that allow agency-created forms, plan types, roles, required fields, review cycles, signatures, and annual renewal processes. The platform must ingest student information system enrollment, demographic, assessment, attendance, behavior, grades, screener, benchmark, and progress-monitoring data into a single student view. The agency also requires compliance-ready and Colorado-aligned plan management, role-based access with fine-grained permissions, and dashboards for monitoring agency, school, grade, subgroup, and plan-status trends. Eligible respondents must be onshore organizations based only in the United States. The performance of the work will be offsite, and responses can be submitted digitally via email or online. The agency is looking for proposals to understand budget requirements, and all questions regarding this request for information must be submitted no later than May 22, 2026.
