Session Internet Protocol Services for Voice

The government authority located in Ontario is seeking a long-term Session Initiation Protocol (SIP) provider to deliver highly available and robust voice services. The agency needs to migrate its final remaining service, which consists of agency fax machines, to SIP using an Analog to SIP gateway (Audiocodes) that will communicate directly with the provider via a T.38 optimized SIP trunk. This turnkey solution must support the existing Cisco Voice over Internet Protocol (VoIP) infrastructure, including Cisco Unified Communications Manager, Cisco Unity Connection, Cisco Unified Communications Manager Instant Messaging and Presence, and Cisco Unified Contact Center Express, ensuring nearly zero interruption in public switched telephone network access. The scope of work requires the selected provider to design and document the desired voice and fax solution while ensuring dial plans are compatible with the existing Cisco VoIP and Audiocodes systems. The provider must deliver daily and monthly utilization reports in a web-based format and ensure that external SIP calls provide dialing information, including name, number, and 911 information. Additionally, the provider must resolve issues through incident and problem management functions, fulfill service requests made against the platform, maintain a platform knowledge base, and provide root cause analysis of platform issues when they occur. Eligibility is restricted to onshore organizations located in Canada only. The performance of the work will take place offsite, and bidders must submit their proposals digitally via email or online. The agency is looking for budget proposals to cover a contract period of three years. All questions regarding this opportunity must be submitted no later than May 22, 2026.
