Video Directly Observed Therapy Platform

The agency is seeking a video directly observed therapy platform to support patient medication adherence. The platform must provide language access and translation capabilities for at least twenty-six languages, with the option to add more. It must also feature automatic English subtitles for patient videos in at least Arabic, Spanish, French, Hindi, Korean, Portuguese, Russian, Simplified Chinese, Ukrainian, Somali, Tagalog, Persian, and Vietnamese, as well as automatic subtitles for patients in their assigned languages. The scope of work requires a patient-visualization mobile application, a provider-facing web portal, and a provider-facing mobile application. These systems must support the housing and forwarding of recorded videos, live-stream synchronous capabilities, and deployment across Android, iOS, computers, and tablet devices. Additionally, the platform must allow providers to order pauses, delays, or changes in medication regimens without compromising the integrity of patient adherence tracking. Eligible bidders must be onshore organizations based in the United States. The selected vendor will perform all work offsite over a contract period of five years. The agency is looking for budget proposals from bidders rather than setting a predefined budget limit. Bidders can submit their responses digitally via email or online.
