Web-Based Water Utility Payment Solution

The City of Park Ridge, Illinois, is seeking a secure, user-friendly, web-based water utility payment solution accessible via desktop and mobile devices. The agency needs to modernize its payment infrastructure to support real-time or near real-time data synchronization, or secure file transfers, while accommodating current and future ERP upgrades without requiring a full system replacement. This solution must allow customers to manage multiple accounts per user login, access an ADA-compliant portal, and easily sign up for paperless e-billing and autopay. The scope of work covers the implementation of a payment portal that supports real-time posting of payments, payment reversals, refunds, voids, adjustments with proper audit trails, and configurable payment rules such as fees, convenience fees, partial payments, and thresholds. The system must also accept and integrate payments for general invoices and non-invoiced payments, with the built-in capability to add additional payment solutions for non-utility payments in the future. Additionally, the agency requires testing, validation, and certification of the integration prior to go-live, along with ongoing customer service support for residents experiencing online payment and portal issues. Eligible bidders must be onshore organizations located within the United States. The agency requires the performance of all work to be conducted offsite.
