Asset Lifecycle Management System

The issuing agency is seeking a fully functional, secure, cloud-based software solution for an Asset Lifecycle Management System. The agency needs to host, configure, implement, maintain, and support this system to manage Part 139 airfield operations, maintenance workflows, and comprehensive data management. The primary goal is to establish a single, integrated platform with automatic synchronization between ESRI GIS software and the asset system to avoid separate spatial and non-spatial applications. The scope of work covers airfield inspections, Part 139 discrepancy management, daily airfield activity tracking, work orders, purchase orders, and inventory management. The system must support a GIS-centric asset repository, including fleet management, as a single source of digital asset information with imagery and documentation. Additionally, the solution must include record-keeping capabilities for Part 139 and future Safety Management System compliance, covering inspections, wildlife hazards, daily logs, training records, and incident reporting. The agency requires a dedicated mobile application that supports all aspects of the solution, alongside user-specific, customizable dashboards and customized reports with delivery triggers. The selected vendor must provide comprehensive training and tailored interfaces to increase staff adoption of the desktop and mobile tools. Furthermore, the agency requires the development of a clear application maintenance plan defining roles for updating, reviewing, and managing application and data quality, as well as role-based access to all system settings. Eligibility is restricted to onshore organizations based in the United States of America. The performance of all contract work will take place offsite. The agency has not disclosed a set budget and is looking for cost proposals from bidders to determine the financial framework. The contract period will span three years. The agency will host a pre-bid meeting on May 27, 2026. All questions regarding this opportunity must be submitted no later than June 3, 2026.
