Cloud-Based Computer Aided Dispatch and Automatic Vehicle Location Software

The City is seeking a well-proven, turn-key, industry-standard, cloud-hosted Computer Aided Dispatch (CAD) and Automatic Vehicle Location (AVL) software and hardware solution. This system must utilize GPS technology in conjunction with mapping software to track vehicle locations on fixed and event-based routes in real-time, displaying this information via a web interface to passengers, dispatchers, and managerial personnel. The agency needs to solve the problem of tracking vehicle movement continuously from ignition-on to ignition-off, including displaying the last known position and alerting staff if a vehicle loses communication. The scope of work covers providing and installing the CAD/AVL software, vehicle tracking hardware, and mounting systems. The CAD/AVL software must be one hundred percent cloud-based with web portal access available twenty-four hours a day, seven days a week, three hundred sixty-five days a year. The system must also feature robust reporting capabilities to accurately stream operational service data such as route timing, passenger wait times, trip counts, operator performance, and vehicle speed. Eligible bidders must be onshore organizations based solely in the United States. The selected contractor will perform the work offsite, though cellular data utilized for the system must comply with the City's existing cellular and data contract. The agency is looking for proposals to determine the budget, and the resulting contract period will be for one year.
