RFI for Electronic Health Record System

The agency is seeking information on modern, scalable electronic health record systems to optimize workflows and provide advanced clinical tools. The desired platform must deliver robust reporting, analytics, interoperability, artificial intelligence functionality, and strong data privacy and security controls. The system must support core psychiatric inpatient workflows, including admissions, transfers, discharges, psychiatric evaluations, multidisciplinary treatment planning, and discharge planning. The agency requires support for forensic and competency-to-stand-trial patient populations, which includes legal status management, court-related workflows, and patient tracking. The platform must also handle hospital-grade medication workflows, such as computerized provider order entry, electronic medication administration records, medication reconciliation, psychotropic workflows, and medication management. Additionally, the system must integrate with automated medication dispensing systems to support real-time medication order interfacing, cabinet inventory management, user authentication, controlled substance workflows, discrepancy handling, override tracking, and reconciliation processes. The requested electronic health record system must include an integrated billing or revenue cycle module and a fully integrated pharmacy management module. Only organizations based in the United States are eligible to participate in this market research effort. The agency expects the performance of the work to occur offsite, and respondents may submit their information digitally via email or online. The agency is currently looking for proposals to understand the budget and pricing for these systems.
