The agency requires a platform that allows administrators to remotely and simultaneously load multiple cards, monitor and control card usage, and view cardholder account balances in real time. The requested platform must feature robust security and administrative controls, including dual authentication and Strong Customer Authentication for platform access and PIN viewing. Authentication methods must support global mobile phone numbers to accommodate international users.
