One Time Passcode services and Solutions via API

The Irish Government agency is seeking a vendor to provide One Time Passcode (OTP) services and solutions via an Application Programming Interface (API). The agency needs to solve the challenge of secure user verification and fraud prevention by implementing robust authentication channels. The scope of work requires supporting SMS OTP, Over-The-Top (OTT) channels such as WhatsApp, and authenticator app integration at a minimum. The agency also prefers optional capabilities including email OTP, voice call OTP via text-to-speech, programmable SMS, and WhatsApp messaging. Additionally, the requested solution must feature timebound passcodes via authenticator, authenticator app compatibility, phone number lookup intelligence, verification logic, and protection against fraud and SMS pumping. All performance of the work will take place offsite. Eligible bidders must be onshore organizations located in Ireland only.
