Enterprise eLicensing Platform

The agency is seeking an enterprise eLicensing platform to replace its legacy permitting system with a modern, Appian-based business process automation solution. This initiative aims to unify permitting, licensing, and compliance management under a single, scalable system. The project requires consolidating over 300 permit types into a unified framework to reduce redundancy and increase consistency across the organization. The scope of work covers the core platform build, development of common reusable components, pilot permits, a permit model, data mapping, data migration, and go-live preparation and deployment. The selected vendor must identify areas for simplification and efficiency while ensuring compliance with statutory timelines, regulatory requirements, and reporting mandates. The system must also integrate with existing systems, municipal systems, and enterprise data platforms. Eligible bidders must be onshore organizations based solely in the United States. The agency requires the selected vendor to perform all work offsite at the vendor's own office location. The agency is currently looking for proposals to determine the budget for this project, and bidders must submit all questions no later than May 22, 2026.
