Data Analytics Platform

The agency is seeking a scalable, cloud-based Data Analytics Platform to replace legacy systems with modular, secure, and automated solutions. This new platform must enable faster, data-driven decisions to improve care delivery, policy evaluation, population health, and healthcare outcomes. The agency aims to enhance reporting accuracy, reduce operational delays, and support compliance with federal and legislative mandates through this modernization. The scope of work covers cloud hosting and infrastructure services, an enterprise data warehouse, and a governed data sharing platform for business and technical users. The platform must include a business intelligence and visualization layer supporting artificial intelligence-assisted analytics and self-service dashboards. The primary programming languages for data engineering, transformation, and analytics must be Python, PySpark, SQL, or similar languages. The selected vendor must initially integrate and connect with the data warehouse using existing State-procured SAS EG Desktop licenses or vendor-procured SAS licenses to ensure transition continuity. The agency plans a phased retirement of these SAS licenses as workloads migrate to the new programming languages. The project also requires version control, continuous integration and continuous delivery automation, DevOps pipeline orchestration, and Infrastructure as Code implementation. Eligibility is restricted to onshore United States organizations. The agency requires the performance of the work to be offsite. Bidders can submit their responses digitally via email or online, and the agency is looking for proposals to determine the budget. The contract period will be for five years. The agency will hold a pre-bid meeting on May 14, 2026. Bidders must submit all questions no later than May 21, 2026.
