Staff Augmentation Services

A government authority in Washington is seeking a vendor to provide active transportation staff augmentation services. This agency requires support for an expanding portfolio of policy, program, and project deliverables centered on the state active transportation plan, safe system approach, complete streets, and healthy environments for all. The selected vendor will assist the agency in solving capacity constraints by delivering templates, tools, analysis, and reports to support project alternatives analysis, engineering services, and design support. The scope of work covers the development of part or all of active transportation plan elements for selected local or regional agencies. The agency requires the creation of effective graphics and data presentation for both technical and public audiences, alongside GIS and data analysis activities. Additionally, the project includes community-based research, engagement, report preparation, and the implementation of new grant-making programs. The chosen provider must also deliver a performance evaluation, an implementation action plan, and an update for the state active transportation plan. This work involves creating community engagement process models, supporting equitable engagement, and aligning active transportation plans with ADA Transition Plans, emergency disaster response plans, and other relevant network safety plans. All contracted work must be performed offsite. Eligibility is strictly limited to onshore organizations based in the United States. The agency has not disclosed a specific budget and is currently looking for proposals to determine funding. Bidders must submit all questions regarding this opportunity no later than June 16, 2026.
