Master Planning Services

The State of Tennessee is seeking master planning services for a government authority located in Knoxville, Tennessee. The agency requires professional advice and assistance to develop a comprehensive master plan that addresses strategic planning, visioning, and mission alignment with development goals. The project aims to solve long-term development challenges by identifying security and safety needs, evaluating previous master plans, and projecting future requirements. The scope of work covers greenspace review, land use acquisition updates, circulation and transportation evaluation, and campus infrastructure assessment. The selected provider must also perform renewal, reprogramming, and asset maintenance planning, alongside space needs utilization and affinity program alignment. Additionally, the agency requires the production of master plan graphics and maps, initial information gathering for each assignment, and cost estimating for infrastructure, roads, site improvements, renovations, and new construction. Eligible bidders must be onshore organizations based in the United States. The agency expects the performance of the work to occur offsite. While the agency has not disclosed a specific budget, it is actively looking for proposals to determine the financial scope. The agency will host a pre-bid meeting on May 28, 2026. Bidders must submit all questions regarding this opportunity no later than June 3, 2026.
