Gambia - Consultancy Firm to Develop a Geographic Information System Mapping System

The Independent Electoral Commission of the Gambia is seeking a local consultancy firm to develop a comprehensive geographic information system mapping system. The agency needs to establish an integrated geospatial database that covers electoral boundaries, polling stations, voter registration centres, and related electoral infrastructure. This project aims to improve the transparency and accessibility of electoral information through standardized electoral maps and geospatial data products. The scope of work requires the selected firm to perform electoral boundary data harmonization and develop a spatial framework. The agency is requesting the development of authoritative GIS shapefiles and mapping products for national, regional, constituency, and ward levels. Additionally, the firm must map polling stations, build the geospatial database, and conduct targeted training and knowledge transfer to strengthen the agency's capacity to manage and update the data. Only onshore organizations based in the Gambia are eligible to bid for this opportunity. The selected partner will perform all work offsite. The agency has not disclosed a set budget and is seeking financial proposals from interested bidders to determine the cost of the project.
