The agency is seeking a qualified consultant to provide a bat roosting habitat suitability analysis service. The selected consultant will review existing reports and data detailing known bat roosting habitat and bat species observations within the agency sphere of influence. Through this analysis, the consultant will develop a Habitat Suitability Assessment map and a report to guide innovative approaches in assessing bat habitat suitability and identifying appropriate and meaningful mitigation efforts when project activities impact bat habitat. The project requires the consultant to review species observation data from the Mispen special status species database, district-wide surveys, NABat data, site-specific surveys, fine-scale vegetation mapping, and other GIS layers. The consultant must obtain public domain GIS layers, which may include aspect, canopy cover, canopy height, elevation, and fine-scale vegetation maps from repositories such as NABat, CNDDB, Pacific Veg Map, or PRISM. The agency will provide internal GIS layers covering preserve service roads, ranch roads, trails, bat observations, known roost locations, fuel management polygons, and other requested layers. The scope of work focuses on the prevention or minimization of human-caused and accelerated impacts, including erosion, non-native species invasion, water flow disruption, water quality degradation, vegetation trampling, and wildlife displacement. The agency also requires services to protect and restore known rare, endangered, special status species, sensitive habitats, and seriously degraded or deteriorating areas. Additionally, the consultant must monitor changing conditions and the effectiveness of resource management practices. Bidders must be located onshore within the United States to be eligible for this opportunity. Performance of the work will take place both offsite and onsite. The agency is looking for proposals to determine the budget, and the contract period will run for one year. Bidders must attend a mandatory pre-bid meeting on June 23, 2026. All questions regarding the opportunity must be submitted no later than June 30, 2026. Bidders may submit their responses digitally via email or online.
