Utility Network Migration Service

The City of Ocala, Florida, is seeking a vendor to provide utility network migration services. The agency needs to transition its current geographic information system data from a geometric network to the ArcGIS Pro Utility Network model. This project aims to reduce redundant feature classes, streamline legacy relationship classes, and standardize symbology across all user groups. The scope of work requires the selected vendor to develop and implement GIS editing tools, templates, and redesigned editing workflows to leverage ArcGIS Pro Editing tools while limiting customizations. The vendor must establish data management feature restrictions, network rules, and attribute rules to maintain data accuracy. Additionally, the project covers reviewing and documenting impacted business processes, recommending system sizing and performance requirements, and conducting detailed design workshops. The agency requires the development and execution of test plans, including applications, system integration, functional unit, performance, and user acceptance testing. The selected vendor must also develop a cutover plan with mock cutover strategies, provide ninety days of post-go-live application and database support, and execute a change management and training plan. Bidders must propose a project management approach based on a proven track record of similar migrations. Eligibility is restricted to onshore organizations based in the United States. The agency requires the performance of all work to occur offsite. Bidders may submit their proposals digitally via email or through the online portal.
