CCTV Network Support Services

The City of Saint Paul, Minnesota, is seeking a long-term vendor partner to provide comprehensive CCTV network support services. The existing network has grown incrementally over time, resulting in varying equipment ages, inconsistent connectivity, and a lack of strategic coordination. Cameras are frequently disrupted by street reconstruction, utility projects, and infrastructure replacement, requiring removal and reinstallation with no dedicated vendor currently under contract to manage this work. The agency needs a partner to stabilize and maintain the existing network, manage construction-related disruptions efficiently, and systematically replace aging equipment. The scope of work also includes strategically expanding camera coverage at new locations and providing a credible roadmap for growing the underlying network infrastructure. The project covers two potential system architectures, including a traditional on-premise system where all cameras connect to City-managed servers and local network infrastructure with on-premise footage storage under direct City control. Alternatively, the agency is considering a cloud-managed platform with built-in analytics, where cameras connect directly to a cloud management platform with native AI-powered video analytics, eliminating the need for on-site servers. Eligible bidders must be onshore organizations based in the United States. The selected vendor must perform the work offsite from their own office location. The agency is looking for proposals to determine the budget for this initiative. The agency has scheduled a pre-proposal conference for June 16, 2026. Bidders must submit all questions regarding this opportunity no later than June 19, 2026.
