Facility Utilization and Master Plan Emergency Services

The government authority in Buffalo, New York is seeking facility utilization and master plan emergency services to evaluate the feasibility of co-locating public safety functions on its campus. The agency needs a comprehensive programming and space utilization analysis to balance current facility demands with future requirements through a high-level planning lens. This study aims to integrate a 24/7 E-911 and Next Generation 911 center, and potentially a public safety training academy facility, without negatively impacting existing operations such as police and emergency response training classrooms. The requested scope of work covers the development of functional and architectural narratives describing each functional area, responsibilities, activities, access, equipment, and square footage. The selected vendor must explore multiple development scenarios and analyze the ripple effect of each to ensure that solving one space problem on site does not create another.
