The government authority located in West Palm Beach, Florida is seeking a vendor to provide a complete Voice over Internet Protocol (VOIP) system. The agency is trying to modernize its communications by implementing a system composed of a main IP telephone system, a voicemail system, and a call accounting system. The project covers the installation of all hardware and software required to make these components fully operational. The main system component must include automatic route selection for least cost and time-of-day routing, as well as a multilingual automated attendant that routes calls based on key presses without human intervention. The telephone component requires intercom paging and conference calling capabilities that support up to 100 parties. The agency also requires an interactive voice response system utilizing artificial intelligence, speech recognition, natural language, and text-to-speech technology to manage and respond to calls automatically. The voicemail component must support up to 100 mailboxes, interface directly with the main telephone system, and allow multiple personalized greetings such as standard, alternate, and busy messages. The server-based call accounting component must log all incoming, outgoing, local, long-distance, and international calls, capturing the date, time, number dialed, location, duration, and the extension placing the call. The selected vendor must perform all installation work onsite at the West Palm Beach location. Only organizations based onshore in the United States are eligible to bid on this opportunity. Bidders must submit their proposals digitally via email or through the online portal. The agency is looking for proposals to establish a contract period that will run for three years. A pre-bid conference meeting is scheduled for June 1, 2026, to address questions regarding the procurement.
