Resilience Hub Network Service

The government authority in Dearborn Heights, Michigan, is seeking a vendor to provide a resilience hub network service. The agency intends to strengthen the social infrastructure of the county's communities by investing in and building relationships with foundational local institutions. This network aims to build community resilience and responsiveness, ensuring residents are better equipped to connect, withstand, and recover from climate-related disasters. The selected community organizations will act as subrecipients and contractors to the county, participating in a training program designed to prepare them for entry into the Resilience Hub Network. During this training, participating organizations must develop a Community Emergency Response Plan for their organization and the residents they serve. Contractors must also participate in county-administered and community resilience trainings. Eligibility is limited to onshore organizations based in the United States. The performance of the requested work will take place offsite. The agency is looking for budget proposals to define the cost of this two-year contract. The agency will host a virtual pre-bid meeting on June 10, 2026. Bidders must submit all questions regarding this opportunity no later than June 15, 2026.
