The Wayne County government authority in Ecorse, Michigan is seeking a vendor to establish and support a resilience hub network. The county aims to strengthen its social infrastructure and build community responsiveness to ensure residents can better connect, withstand, and recover from climate-related disasters. This initiative involves partnering with local community organizations and local governments to develop a network of resilience hubs throughout the county. Participating organizations will act as subrecipients and contractors to the county. These organizations must participate in county-administered training designed to prepare them to enter the Resilience Hub Network. During this training period, the participating organizations must develop a Community Emergency Response Plan for their organization and the residents they serve. Only onshore organizations based in the United States are eligible to bid on this opportunity. The selected contractor will perform all work offsite over a contract period of two years. The county has not disclosed a set budget and is looking for cost proposals from bidders. The county will host a virtual pre-bid meeting on June 10, 2026. Bidders must submit all questions regarding this opportunity no later than June 15, 2026. The agency will evaluate proposals based on the submitted bids to select the service provider.
