SCADA System Equipment Upgrade Service

The City of Flowery Branch, Georgia is seeking a Supervisory Control and Data Acquisition (SCADA) integrator to upgrade its water system SCADA equipment. The agency requires both ongoing and as-needed SCADA maintenance and advisory services, alongside capital improvements for the existing system. This procurement will result in two separate contracts, covering the initial equipment upgrade and a recurring annual maintenance and service agreement. The scope of work requires the selected provider to deliver SCADA computer hardware, software, and programming services to upgrade the existing system within the wastewater plant office. The project includes providing a new workstation to run a standalone version of the SCADA software, which will eventually replace the existing client workstation. Additionally, the agency requires a complete stand-alone alarm and SCADA system with a cellular data interface to monitor and control pumps, tank levels, run status, pressures, and related operational parameters. The selected provider must furnish and install new cellular-based remote telemetry units at each site. The agency requires all SCADA system design, installation, and configuration to be coordinated with the city’s Information Technology department to ensure network security, proper firewall configuration, and secure remote access. Eligible bidders must be onshore organizations based in the United States, and the performance of the work will take place offsite. The agency is looking for proposals to determine the budget for this project. A mandatory pre-bid meeting will take place on June 3, 2026. Bidders must submit all questions regarding this opportunity no later than June 5, 2026.
