Vehicle Immobilization Services and Devices Supplies

The City of New Haven, Connecticut, is seeking a vendor to provide vehicle immobilization services and devices that allow for self-release. The primary department responsible for parking, red light, speed camera, and school bus flashing red light violations requires these tools to enforce parking regulations. The selected vendor must supply wheel-attached immobilization devices and the back-end systems necessary to monitor and manage them. The scope of work requires the vendor to provide computer software that integrates with existing enforcement systems to develop scofflaw lists and monitor system performance. This software must meet the city's cybersecurity and integration requirements while providing reporting capabilities for tracking and compliance. Additionally, the vendor must establish a portal for electronic fine and fee payments that enables violators to self-release the boot, and integrate these payments into the city's accounts receivable infrastructure. The agency requires the vendor to provide training and support to city staff for the operation of the program. The vendor must also provide the ability to meet notification requirements to the last known registered owner of an immobilized vehicle. Only onshore organizations based in the United States are eligible to bid on this opportunity, and the performance of the work will take place offsite.
