The government authority located in Martinez, California is seeking a fully disposable, single-use home sleep apnea testing device designed to diagnose obstructive sleep apnea utilizing peripheral arterial tonometry technology. The agency requires a device that patients wear on the wrist with a single-use finger probe, which connects to a smartphone application for data transmission. This system must eliminate the need for device return, cleaning, or reprocessing by being entirely disposable. The requested hardware must include a wrist-worn disposable unit, a single-use peripheral arterial tonometry finger probe, and sensors for peripheral arterial tonometry, oxygen saturation, photoplethysmography heart rate, and three-axis accelerometers. The device must also feature a single-use lithium battery with at least twelve hours of operation, Bluetooth Low Energy connectivity, and hypoallergenic materials compliant with international standard ten-ninety-nine-three. The accompanying software must consist of a manufacturer-provided mobile application compatible with iOS and Android that guides patient setup and automatically uploads data to the cloud. The uploaded data must be compatible with the county's existing cloud-based automated scoring platform currently deployed across clinic locations to generate automated clinical sleep reports. These reports must analyze the apnea-hypopnea index, respiratory disturbance index, oxygen desaturation index, sleep stages, total sleep time, and snoring. The software and data systems must also maintain compliance with Health Insurance Portability and Accountability Act and General Data Protection Regulation standards for encrypted data handling.
