Lease, Develop and Operate Fixed Base Operator Services

The Riverside County Economic Development Agency is seeking a qualified vendor to lease, develop, and operate fixed base operator services at the airport facility in Hemet, California. The agency requires a operator to provide essential aviation services including aircraft maintenance and repair, flight instruction, and aircraft fueling. The selected operator must also manage transient aircraft parking guidance, position wheel chocks and tie-downs, provide fireguards for engine starts, handle baggage upon request, and maintain standardized ground service and recovery equipment. The agency allows the operator to offer additional optional services to enhance the airport's offerings. These optional services include aircraft sales or leasing, sales of aircraft parts and supplies, radio and avionics sales and repair, and aircraft storage hangars and tie-downs. The operator may also provide aircraft painting and upholstering, automobile rentals, and the operation of an onsite restaurant or café. Eligibility for this opportunity is restricted to onshore organizations based in the United States. The performance of all contracted work will take place offsite at the designated airport location in Hemet, California.
