RFI for Technical and Management Support Services

The Naval Surface Warfare Center in Crane, Indiana is seeking technical and management support services to ensure environmental compliance and laboratory quality assurance. The agency needs to solve the problem of managing complex laboratory data validation, equipment calibration verification, and regulatory environmental inspections. The scope of work covers conducting industrial waste services, including waste containerization and shipment for disposal, as well as developing regulatory agency reports and identifying studies for emerging mission activities. The selected contractor must submit analytical data reviews to the government within three business days from the receipt of the laboratory report. Each data review report must include a verification report, a validation report, a usability assessment report, the contractor's logo, and a signature on each document. The contractor must validate the appropriateness of sampling procedures, testing procedures, analytical methods, and laboratory quality management plans. The agency requires the contractor to coordinate all laboratory quality assurance surveillance, which includes scheduling and conducting audits of onsite contractor-operated laboratories and third-party commercial laboratories. The contractor must also validate that all sampling and testing equipment is properly calibrated per manufacturer guidance prior to use by reviewing calibration records. Eligible bidders must perform the work onshore within the United States. The agency is requesting proposals to determine the budget for this requirement. The contract period will span one year, and the contractor will perform the work offsite.
