The North Carolina government authority is seeking a Managed Security Service Provider to deliver comprehensive, enterprise-grade security operations, engineering, and advisory services. The agency needs to solve the challenge of continuous threat detection and response by securing a 24x7x365 Security Operations Center to monitor, analyze, prioritize, and respond to security alerts. This system will utilize an agency-hosted Microsoft Sentinel instance integrated with various agency systems and security platforms. The scope of work covers the initial deployment, configuration, and integration of Microsoft Sentinel at contract commencement, followed by continuous engineering, tuning, and lifecycle management. The selected provider must deliver structured incident response coordination, investigation, and reporting in partnership with agency IT, Security, Legal, and executive stakeholders. Additionally, the project requires assistance with the development, review, and maintenance of security process documentation, playbooks, and operational procedures, alongside annual tabletop exercises to validate incident response readiness. The selected provider must also supply a defined block of security professional services hours to support advisory, engineering, strategic, and special project needs. The technical environment encompasses cloud identity and access management platforms, endpoint detection and response solutions, network security controls such as firewalls, proxies, and VPNs, email security platforms, and cloud infrastructure. The agency requires all performance of the work to be conducted offsite, and eligibility is strictly limited to onshore providers located within the United States. The contract period will span one year, and the agency is currently looking for proposals to establish the budget.
