Pavement Condition Index Survey and Analysis Service

The Town of Colchester, Vermont is seeking a consulting firm to perform a pavement condition index survey and analysis for approximately eighty-seven miles of town-owned and maintained roadways. The selected consultant will collect profile data to identify roughness using the International Roughness Index. The agency requires the consultant to geo-reference the ratings and roadways on ESRI ArcGIS compatible layers. For the analysis, rating, mapping, and reporting, the consultant must break down roadways longer than one centerline mile into multiple segments of one centerline mile or less. The scope of work also requires participation in a minimum of three meetings with the town, which may be virtual or in person. These meetings must include a kick-off meeting to discuss timelines and expectations, a draft review of field data and report submittals, and a final draft review of report submittals and project closeout. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency expects the performance of the work to take place offsite. The town has not disclosed a specific budget and is looking for cost proposals within the submitted bids.
