Child Care Market Price Data Analysis Service

The Minnesota government authority is seeking a vendor to conduct an analysis of child care market price data and report on results in a variety of formats. The agency needs to determine a timeline and project plan for data analysis in cooperation with the selected vendor. The project aims to refine survey questions and methodology to ensure the survey tool is clear to providers and accurately reflects the local child care market. The scope of work requires assembling a full set of updated provider information in Excel format and implementing a methodology to analyze market rate data. The agency requires an unedited report of other reported rates that are not hourly, daily, or weekly, as well as a comparison of licensed capacity versus desired capacity exported from the child care aware data system. The selected vendor must compare child care market rate survey data against current Child Care Assistance Program maximum subsidy rates and assist the agency in refining reporting needs over the contract term. The agency also requires detailed reports and analysis in response to legislative requests, financial planning, or policy analysis needs. Eligible organizations must be located onshore within the United States. Performance of the contracted work must take place onsite at the agency location. The agency is currently looking for proposals to determine the budget for this project. Bidders must submit all questions regarding this opportunity no later than May 29, 2026.
