Citywide Pavement Condition and Right Of Way Asset Survey Service

The City of Portland, Texas is seeking a vendor to provide a citywide pavement condition and right-of-way asset survey service. The city requires assessments of right-of-way assets, including curbs, gutters, sidewalks, and roadway signs, alongside a pavement management software solution. This software must support open data export, have a clearly defined licensing structure with identified annual costs, integrate with GIS systems, and include user dashboards and reporting tools. The scope of work covers the delivery of digital GIS shapefiles and geodatabases of pavement conditions, sidewalks, curbs, gutters, and signs. The selected vendor must provide documentation of software features, data import and export protocols, and maintenance procedures, as well as perform the initial setup of the city’s asset data in the platform. Additionally, the project requires pavement condition summary tables, pavement condition index ratings, recommended treatment strategies, and image databases with overlays of distress data. The agency also requires a final written report summarizing all findings with maps and condition summaries, followed by a presentation of these results to city staff and elected officials. The vendor must provide licenses and access credentials for the pavement management software. Performance of this work will take place offsite. Only onshore organizations based in the United States are eligible to bid on this opportunity. The city is looking for proposals to determine the budget for this project.
