Pavement Condition Analysis Service

The City of Bellaire, Texas, is seeking a qualified vendor to conduct a city-wide pavement condition analysis service. The agency needs to assess the current state of its street infrastructure to update the city's inventory and establish accurate condition ratings. This project aims to solve the problem of outdated infrastructure data by establishing a clear baseline of the municipal roadway network. The scope of work covers the collection of comprehensive pavement condition data, as well as information regarding curbs, gutters, Americans with Disabilities Act (ADA) ramps, sidewalks, and pavement markings. The selected vendor must also develop a detailed project management plan and a project schedule to guide the assessment. All performance of the work will occur offsite, rather than at the agency facilities. Eligibility is strictly limited to onshore organizations based in the United States. The agency is currently looking for proposals to determine the budget and has not disclosed a pre-set funding limit. Bidders must submit all questions regarding this opportunity no later than June 2, 2026.
