Research and Evaluation Services

The Philadelphia Water Department is seeking research and evaluation services to strengthen its ability to generate timely, reliable, and equitable insights in support of agency priorities and its strategic plan. The selected vendor must develop written research plans for each task assignment, including goals, success measurements, methodologies, timelines, and proposed deliverables. The scope of work requires the design and implementation of research instruments such as surveys, interview guides, and discussion protocols, alongside data collection using digital, phone, mail, and in-person methods. The agency requires the contractor to clean, manage, securely store, and analyze the collected quantitative and qualitative data. The contractor must prepare clear reports, summaries, and presentations for leadership review, and provide recommendations for data sharing to build a community of practice. All data, instruments, reports, and related materials produced under the contract will remain the property of the agency. The contractor must maintain regular communication with designated agency staff, including bi-weekly updates and monthly meetings. Performance of the work must take place onsite in Philadelphia, Pennsylvania. Only United States organizations are eligible to bid on this opportunity. The contract period will span one year.
