The agency is seeking a vendor to provide a comprehensive, fully integrated Human Resources Information System (HRIS) and Human Capital Management (HCM) software platform. This system must manage employee records, HR workflows, compliance reporting, organizational data, benefits administration, performance management, and time and attendance. The agency also requires recruiting, applicant tracking, job posting, candidate management, and onboarding functionality within this unified platform. To solve its payroll and administrative challenges, the agency requires a full payroll processing system capable of handling multi-jurisdiction payroll, tax compliance, deductions, garnishments, and year-end reporting. The selected vendor must also deliver managed payroll services, including tax filing, remittance, compliance monitoring, and payroll support. The platform must ensure strict compliance with applicable federal and state regulations while integrating seamlessly with payroll. The scope of work covers system implementation, training, data migration, technical support, and ongoing maintenance services. The agency requires standard, configurable, and ad-hoc reporting tools, dashboards, workforce analytics, and employee self-service features. Additionally, the system must include artificial intelligence capabilities, such as automation, predictive analytics, decision support, and generative AI features, all hosted on a secure, scalable cloud infrastructure with high availability and disaster recovery. Eligible bidders must be onshore organizations based solely in the United States. The agency specifies that performance of the work will take place offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposal submissions to determine the budget.
