AI-Based Leak Detection Solution

The agency is seeking an artificial intelligence-based leak detection solution to support proactive leak detection and non-revenue water reduction efforts. The selected vendor must provide easy-to-install, portable field devices that utility staff can rapidly deploy for short monitoring periods of up to approximately two weeks. Additionally, the agency requires a vendor-hosted software platform that uses advanced analytics and artificial intelligence to process collected acoustic or operational data, accurately identifying the likelihood and location of leaks. The software platform must present results through clear visualizations, maps, or reports that enable utility staff to understand leak locations and prioritize follow-up actions. The scope of work also includes initial implementation support, such as device setup guidance, data workflows, and best-practice recommendations for deployment on utility infrastructure. Finally, the agency requires training for utility staff on device installation, data retrieval, software use, and the interpretation of results. Eligible bidders must be onshore organizations based solely in the United States. The contractor will perform all work offsite over a contract period of one year.
